The floods have devastated the city, causing many buildings to collapse, flooding subways and ripping up streets. Residents have reported bodies being found up to 30km away.
The downpour only lasted 50 minutes but the positioning of the city in a crater meant that large areas of the city were flooded.
President Jorge Quiroga declared a state of emergency and set up a day of national mourning.
