’I know the burden that compliance with regulation places on brokers and I am looking forward to working with members,’ says new appointee
Biba has announced that Julie Comer will be joining the broker body as its new head of compliance.
In her new role, Comer will take responsibility for helping the association’s members with their compliance queries and concerns, as well as bolstering brokers’ understanding of current and coming regulation.
She will bring more than 30 years of experience to the role, with her having held several leadership positions across the broking sector during her career.
Comer joins Biba from Lloyd and Whyte, where she was most recently director of risk and compliance.
“As a broker I really appreciated the help and support offered by Biba,” Comer said.
“I know the burden that compliance with regulation places on brokers and I am looking forward to working with members to help them achieve regulatory requirements efficiently.
“The Biba team is extremely focused on member needs and I’m excited to now be part it.”
‘Vital role’
Comer’s appointment came after Biba announced a series of new hires back in July 2023 as part of plans to bolster the support it offers members.

Among them was David Sparkes, who was named as the association’s regulation director – Comer will report to him in her new role.
Sparkes said he was “delighted” that she was joining the team.
“This is a vital role in Biba,” he added.
“Members value our hands-on approach to providing support and guidance on compliance questions, as well as remaining focused on the regulatory landscape, fighting their corner as necessary.”
And Biba chief executive Graeme Trudgill said Comer’s appointment was “key” as the association looks to continue investing in regulatory and compliance support for members.
“Appointing Julie with her invaluable experience and knowledge will really benefit members,” he continued.
“She will be a key member of our team.”
His career began in 2019, when he joined a local north London newspaper after graduating from the University of Sheffield with a first-class honours degree in journalism.
He took up the position of deputy news editor at Insurance Times in March 2023, before being promoted to his current role in May 2024.View full Profile
