Cooke, who will be based at Marsh's European headquarters in London, will be responsible for building Marsh's enterprise risk capabilities across the region.
Cooke joins Marsh from Nomura International. He had been co-head of securitisation in its debt markets division since 1999.
He joined Nomura in 1995 and set up its stand-alone European securitisation business, having previously been with Goldman Sachs International for seven years in London and New York. He started his career with Salomon Brothers Inc in New York.
Marsh Europe president and chief executive Dan Jones said: "This appointment reflects our commitment to develop a dynamic ERM business in Europe over the next three years.
"Under Henry's stewardship I am confident that we will build a sustainable business which will contribute significantly to Marsh's European growth."
