In a statement issued this afternoon, the association said it saw the report as confirming the industry's financial strength.

ABI director general Mary Francis said: "We are pleased that the FSA has confirmed its confidence in the financial strength of life offices.

"This is a welcome statement, particularly in the context of current market conditions. We believe that the FSA should press on with its review of realistic liabilities so that more accurate market numbers can be used in the near term for regulatory purposes.

"The Tiner report brings together information about a number of projects already underway within the FSA to improve regulation.

"Many aspects, including the move to risk-based regulation, apply to all banks and financial services companies, not just insurers. This is a positive move and should lead to a more flexible and sensitive regulatory regime."
