MGA says moves ’position it as a market leader in construction and engineering insurance’
Construction MGA Phoenix Specialty has appointed Andrew Charlton as its new managing director.
Charlton will succeed Tim James, who is taking up the position of chief executive at Phoenix Global, which oversees international partnerships operating in the construction and engineering sector.
The leadership changes come following strategic investments from Vector Investment Capital Holdings and Acies MGU in both talent and business development.
Phoenix Specialty felt the moves “position it as a market leader in construction and engineering insurance”.
Charlton joins from construction and engineering underwriting firm Consort, which he helped establish 25 years ago.
The appointee will look to maintain Phoenix Specialty’s relationship with the firm in his new role, as well as help lead the MGA.
Phoenix Specialty felt that his “leadership, expertise and vision make him ideally positioned to steer the business during this exciting phase of transformation and growth”.
Mark Heath, chief executive at Acies MGU and board director at Vector Investment Capital, said: “We are thrilled to welcome Charlton to Phoenix Specialty.

James’ role
Meanwhile, James will oversee the broader strategic direction of the business in his new role, focusing on expanding its product offering for the construction sector and overseas expansion.

He will also continue to contribute as a group board adviser to Vector Investment Capital.

His career began in 2019, when he joined a local north London newspaper after graduating from the University of Sheffield with a first-class honours degree in journalism.
He took up the position of deputy news editor at Insurance Times in March 2023, before being promoted to his current role in May 2024.View full Profile
