Biba has appointed appointed Shayne Halfpenny-Ray as its new head of policy and public affairs as part of Graeme Trudgill’s plans to strenghten resources for brokers.
A statement released today (24 October 2023) said Halfpenny-Ray will take responsibility for key elements of association’s policy, representation and lobbying work.
He will join on 14 November 2023.
His appointment came as new Biba chief executive Trudgill looks to further invest in the association.
”Shayne has all the right experience and knowledge that we need to further bolster our team,” Trudgill said.
”I am committed to providing the best operational support and representation for members and I look forward to Shayne joining next month and playing a key role in championing the big issues for brokers.”
Experience
Halfpenny-Ray currently works at FTSE100 business Phoenix Group, leading strategic engagement on social policy issues and collaborating with government departments.

He was previously public affairs manager at the Chartered Insurance Institute, where he provided the secretariat services for the insurance and financial services APPG.
The new Biba appointee said he was joining the association as a “crucial time for brokers”.
”I am a passionate advocate for access to valuable advice and guidance and I believe the support brokers provide is intrinsic to a well-functioning market for all types of customers,” he added.
”I look forward to meeting with and championing the voices of our diverse membership”.
