Marsh has made five appointments within its UK public sector practice.
Dave Fleetwood joins as a non-executive director having recently retired from City of Sunderland where he served as head of strategic change.
Following the departure of Roy Tapper, Stephen Halsall and Gareth Waite have taken on additional responsibilities for client service and practice leadership.
Halsall has been promoted to regional client service director serving clients in South Wales, the South West and South East of England and the Midlands.
Waite will take over some aspects of operational management for the public sector practice, including the client advisory team in Cardiff.
Alex Sawers, who is based in Glasgow, moves from a client advisory to a client executive role, taking on responsibility for the day-to-day service of public sector clients throughout Scotland.
Neil Reid joins as client development executive based in Manchester.
