Lloyd's of London helped a UK government team that helped overthrow Muammar Gaddafi's Libyan regime, according to The Times.
The Libyan Oil Cell asked Lloyd's to help with insuring ships heading to Benghazi as part of its plans to enforce sanctions against Gaddafi.
The cell aimed to prevent oil from reaching Gaddafi's forces, while making sure the oil sanctions did not hinder the rebels.
Lloyd's could not comment.
