Nearly half of the nation's brokers feel that insurers have not learned the lessons of recent floods, according to services supplier Improveline.
The survey also claimed that two thirds of brokers do not trust current claims systems to cope with a future deluge of flood claims.
Marshall King, Improveline said: "In Autumn 2000 approximately 10,000 properties were damaged and the insurance bill was over £1 billion.
"The storms over the last couple of weeks have already caused damage, and some areas are facing flood warnings.
"Brokers are clearly concerned that insurer's claims processes will not be able to cope with the demands placed on them."
